Newcastle forward Willie Mason says it is near impossible for NRL referees to police the illegal shoulder tackle.

The officials have already come under fire after missing a number of incidents, something Mason says will continue throughout the year.

"The shoulder charge is still a grey area," Mason said on NRL360.

"In the middle there is big contact and the contact is going to stay there, as long as there is no head on head, you can't police it."

The injury came as a result of a head clash but Melbourne skipper Cameron Smith said that while head clashes cannot be avoided, he would support the return of the shoulder charge and employ harsh penalties for anyone who strikes a player above the shoulder.

"At the speed of the game is played sometimes you can't avoid head clashes," Smith said.

"That's why I was for the shoulder charge but let everyone know if you make contact with someone's head with an arm or shoulder you're in big strife."
