James Muirhead ... is at the centre of a poaching controversy.

The South Australian Cricket Association (SACA) has been fined $15,000 for attempting to poach Victorian bowler James Muirhead.

A Cricket Australia grievance tribunal determined last month that SACA had breached interstate competition rules by making approaches to the 19 year-old.

Victoria's displeasure with SA reportedly started in late 2011 when Bushrangers officials believed the Redbacks promised Muirhead first-class games if he moved to Adelaide.

Victoria subsequently signed him as a rookie player.

The Bushrangers believed SA then made another offer to Muirhead during the past season, an allegation upheld by CA's grievance tribunal last month.

Muirhead has played just one first-class game for Victoria, the promising spinner falling behind Pakistani-born leggie Fawad Ahmed in the Victorian pecking order.
